I think it depends on who you talk to. For me, no, someone who is fully brainwashed and has no choice in what he does is not a villain. But some people do consider him a villain.

Agreed, not a villain.

People who consider him a villain are wrong. It's a necessary but not sufficient condition of villainy for the villain to have been able to do otherwise.
