That's what blows my mind, right. I'd always thought of the USA as a place where individual rights were paramount. Not the rights of ownership over other individuals and those other individuals' property.

America has the strong propaganda that individual rights are of top most importance, but in reality not so much.

Yup. Mostly it boils down to "pull yourself up by your bootstraps ideology" where everyone should take care of themselves, anyone who is disadvantaged in some way caused it themselves, the government should stay out of the lives of people (unless those people are minorities, women, or LGBT people), and no one should be required to contribute anything they don't want to (meaning taxes are evil).
