Was he ever held in detention without trial? No he wasn't. But Steve and co, who did NOT sign the accords, were.
The Use Of Technology To Grant Superpowers Will Be Regulated:
Did he ever submit his suits to regulation? No. He told congress to go fuck themselves, and they did. Because Tony is the narrative special little boy.
Tony signed the accords because he was feeling guilty about creating Ultron, but instead of recognizing that he built Ultron despite the objections to basically EVERY Avenger, he says that ALL OF THEM need to be controlled. And he does mean THEM, because he never once complies with the rules he advocated for. He breaks the rules HE PUSHED FOR, and suffers no consequences in the narrative.
