If an actor has particularly good facial expressions or expressive gestures, animators just love to use them for the character-- for example, Ratigan doesn't much resemble Vincent Price but using Price's gesticulations make the character really feel like him (and play up his delighful hamminess). Quirky facial features are fun too (like Sir Hiss having Terry-Thomas' tooth gap).

I think there's a difference between incorporating certain gestures and expressions vs completely changing a character's appearance to match that of the actor, though.
