I recently heard a rumor that the original plan (insofar as Disney had one) for the Star Wars Sequel Trilogy was for Kylo Ren to start out as a rather incompetent failboat at first and to progress to being absolutely terrifying by the end. Given the way he seemed to embrace being a Dark Lord at the end of The Last Jedi, perhaps it's true. Either way, as much as there were some things I enjoyed about The Rise of Skywalker, I think that would have made a much better narrative than what we got.
