Javert is an illustration of why acab. As an individual he has good qualities that you would want in a police officer, he's honest, he's incorruptible, when he thinks he's falsely accused the mayor of being Jean Valjean from a personal motive he confesses and asks to be removed from his post. He's a by-the book cop, and the book is part of the problem. Before he jumps into the river he writes a letter detailing all of the abuses and hypocrisies he's noticed in the police and prison systems, and when his superiors read it they just say whelp, that guy must have been crazy.
