This. Epithets need to impart new information, point to important information, or be integral to a viewpoint. If we already know a character is brunette, calling them "the brunette" does not impart any new information, and rarely is someone's hair color important to the plot. However, if the epithet is used by an unknown outside POV to give an indicator as to which character the outsider POV is actually viewing, that would be using the epithet to impart information to the reader that is congruent with the different view point.
