i don't think it's tony's fault the writers didn't want to follow steve.

like. I vaguely remember they talked about steve like their pet character and YET 🤣

i just don't think "has exactly one philosophy and doesn't change it" gives people a lot of places to write which is why he's always surrounded by more lively and conflicted character.
