Except with Bleach the mangaka DOES get some say in the content of the filler. The Ashido and the current filler arcs are ones Kubo has overseen/approved the writing of (and some other filler may have been as well, but I can't remember what if so) and, with the case of the Ashido arc, something that was meant to be in the manga but had to be cut for time restraints.

However, Bleach is definitely the exception in regards to filler/anime only endings. Every other show just leaves things open for another season that may never come or simply gets redone if there is enough resources.

True, though I have to wonder just how involved he actually is in the creative process, aside from supplying ideas and designing characters every once in a while. Ideally he should be way too busy for anything more, but seeing how the manga is lately... ^^;; (As for his approval, it might be genuine, though we should take it into consideration that a WJ mangaka would never say something like "well I don't really like what the anime is doing to my story"/"I think that filler was totally crap"... :D;; at least not while being employed by Shueisha.)

In any case, I haven't seen much of the Bleach anime (I'm content with the manga, and I have several issues with the anime), but based on what I see, I actually like the way it deals with fillers, either incorporating them into canon, or basically hanging a "This Is A Filler Don't Take It Seriously" sign over them. (And I actually enjoyed the Bount filler. I'm not sure what this says about me.)
