None of those things really tell someone about the quality of a fic, since fandom is kind of clique-ish, and whether a story gets that kind of traction often depends on what circles they run in. Something like a review, on the other hand, gives you at least some idea of what a fic does well or does poorly.

The fact that something is used for profit-making fiction doesn't mean that's the only thing it can or must be used for. A tool can have more than one use.

NAYRT and I feel bad for secret 7s poster because most of the comments are for the previous secret, but one of the biggest legal protections fanfic has is that no one's making money off it. If people do, that gives the rights holders of the original IP something to sue over that isn't just "people having fun and maybe providing free publicity for my work because they love it so much."

Now that people are selling bound copies of fanfic for profit and some fans apparently don't even realize the fic they're buying is a) stolen and b) posted elsewhere for free, listing it on Goodreads is one more way to potentially fuck over fic writers and readers, especially if other readers come along and link a fanfic review to illegally listed print or ebook copies for sale somewhere.

Plus, speaking as a fic writer, I would be pissed if my anonymously posted, written for fun and posted to share with other fans work was posted about on Goodreads. I don't want that kind of attention on my work; I'm not a professional writer and don't want to be.

And even published professional writers sometimes write fic they don't want associated with their published work or held to the same standards, because they still write for fun.

TL; DR: DON'T POST FIC REVIEWS ON GOODREADS, FOR THE LOVE OF FUCK!
