I remember watching an episode of Batman Brave and the Bold where in an alternate reality, Joker was 'good' and that world's equivalent to Batman.

It's the same thing here. Joker absolutely refuses to change, and is a monster because of it. I'm not much into comics, but the only piece of fiction in which I've seen the Joker honestly and legitimately reformed... was when Justice Lord Superman lobotomized him and every DC villain in A Perfect World. Once that happens, you'd wish the unchanged Joker was the villain.
