Sometimes a “normal person” would be pretty abnormal in the fiction. Take Psycho-Pass, for instance. It used to be something of an “edgelord” take in the fandom to say you would be an Enforcer in that society, but I think almost any modern-day person transplanted into that setting would either be forced to be an Enforcer or get shot on sight.

(For reference: you can be declared a “latent criminal” and forced to be an Enforcer just because you have enough theory of mind to understand why another person would commit a crime.)

Given the responses I've seen from a lot of people about addicts, the homeless, rioters, etc, I think a lot of people don't have any theory of mind at all... They seem to assume that everyone not like them is an NPC.
