I need to know more about these zombie guys in Fallout. Why are some "feral" while our protagonist Zombie is so fluent. I don't get it.

That's an in-universe thing. All Ghouls will eventually go feral, because over time the radioactivity will rot their brain completely. People become Ghouls with the just-right amount of radiation to not kill you, but warp you. Those people are Ghouls, just not FERAL Ghouls. He's fluent because his brain is still, at the moment, intact.
