SAME OMG. I've also had the experience of asking when, and them saying "Oh, early afternoon-ish" so I wait and wait and wait and it's now evening and I could have been doing other things. I call them up and it's "Oh, I decided not to." THANKS FOR FUCKING TELLING ME. I'm no longer friends with these people.

I'M SO FUCKING TIRED OF IT. I'm a busy person but I'm happy to make time in my schedule for stuff where I can! But that's exactly why I need you to tell me WHEN you want to do something so I can make sure that I'm free for it!

I truly don't understand why it's so hard for some people to grasp this. If you want me to show up for something, you need to tell me in advance instead of expecting me to magically be available at the moment you want to do it. That's it. That's literally all you need to do.
