Oh god, that's so annoying. You're not alone, though. I've had this ongoing issue with relatives where they make a lot of noise about wanting to get together, but never actually get organized enough to do something. I used to organize stuff and invite people and they'd happily accept and seemed to have a good time, but now I on longer live in the same city. So if we want to get together, I need advance notice, or to figure out my schedule. I'll let them know that hey, I'll be in town from such-and-such date, you guys want to grab lunch? And they'll be super enthusiastic but never actually coordinate with one another and get back to me. :(
