To me, "bad fic" is basically where basic story elements such as characterization, pacing, story structure, exposition, and SPAG are unmistakably thin, wobbly, or non-existent.

Whenever I get into a small fandom, I'm always surprised by how bad the fic quality is, but I think it's actually just a numbers game. A certain percentage of fics will be good, so the more fic there is, the more good fic there will be.
