Well, if the 9th actor didn't hate DW... Tennant likes DW so he agrees to everything. The 8th actor also likes DW and is cast in many audio plays and the War D. The 7th is kinda old and doesn't work much. 11 and 12 aren't that popular. So.

The rot set in with Moffat on scene on of Matt's tenure, and started picking up steam in The Doctor's Wife. It all started there.

Objectively speaking, in terms of audience size and response, it's only after the switch to 12 that the decline in popularity really starts. Season 7B was a little underwhelming but the specials in 2013 were really, really popular.

11 was objectively a very popular Doctor and I have to assume that the only reason they haven't done more with him is because Matt Smith is doing other stuff instead.
