There are lots of rivers that run through relatively flat lands that don’t have any waterfalls at all. Or rapids. Honestly, around here, you just want to stay away from trees overhanging the banks because snakes like them.

or spiders! some of which are good spiders who eat tons of mosquitos but nobody likes floating head-first through the webs hanging from the branches.

also for the waterfall thing...it may be hard for people in very mountainous countries to picture it but the number of actual waterfalls in the US is...small. Rivers wide enough to float down that also have a waterfall are pretty rare, don't let every cartoon in the history of cartooning fool you. American doesn't look like that. The midwest is full of flat, lazy rivers and that's where you tend to find a LOT of tubing outfits.
