Hmmm as a bi Yuri on Ice fan I always thought either interpretation was valid. It was genuinely very funny on rewatches how much more the flashbacks seemed to focus on Yuuri's crush on/fanaticism for Victor than on the girl he might've also had a crush on. It's such an overdone idea to throw in female characters into sports anime that clearly primarily exist just as potential romantic prospects, and even if he is bi I'm inclined to think it was an intentional red-herring (hense the sudden reveal that she is married to the childhood bully, which dashes Yuuri's potential attempt to confess to her, being treated as a tongue-in-cheek joke instead of a genuine plot development that impacts Yuuri as a character)

Honestly, the first time I saw it, I thought Yuri was gonna tell Yuko he liked her. Then I saw the triplets and Yuko mentions that they're bigger since the last time he saw them, so I thought he was just nervous about asking to use the rink for whatever reason. But I could see your interpretation still being valid 'cause seeing the triplets could've shocked him back into reality.

The fact that immediately after the triplets interrupt him, he goes into an inner monologue about how there had been many developments over the years that he'd tried not to think about is part of the reason I think the confession interpretation is correct. The triplets' appearance is the first time the viewer learns that Yuko is married and has kids. Yuri had been trying to forget that, so it was never shown to us from his POV until other characters forced him to confront it.

To me it just came across as Yuuri suffering from comphet tbh, he could still have admired her platonically while being a primarily repressed gay man. But yuri on ice is one of those canons everyone seems to get very defensive about their personal takes so I'm not looking to change anyone's mind with my argument either.

It couldn't be comphet because there is no homophobia in the show's universe according to Kubo Mitsurou.
