Because the summary looks interesting and the characters are ones I like, so I click on it. If it disappoints me by being bland and boring in style, I don't leave a review of any kind anywhere, I just click back out. I feel no need to tell anyone I didn't like it, but I don't need to read all the way to the end either.

I hate star review culture. I'll always give my Uber driver 5 stars unless they cause a wreck or rant something hateful because I know that's how they're paid. This doesn't apply to fiction though. It's perfectly fine to just say nothing if the fic disappointed you. It won't affect the author's algorithm, because AO3 doesn't have that bullshit.
