I don't really think that's it, tbh. Oda could have dropped the gag by now if he wanted to, the in-world passage of time isn't that important. Or just toned it down. The fact that he hasn't suggests he just.... Doesn't want to. He probably just genuinely likes the gag, or we wouldn't have had the actual perving on women while invisible nonsense after he gets the raid suite.

See also the butt shots in the current arc. Oda is just kinda perky himself and draws what he likes. Fair enough, the story makes up for it and at least the manga isn't as obnoxious about it as the anime.

Which parts of the story would you cut? It feels like a very natural progression to me, so I wouldn't call it bloated myself. Long, yes, but the length is demanded by the story that's being told.

I don't know which YouTuber you're talking about. Is it a Japanese content creator? Regardless, unless there's some irl connection I don't think Oda really cares that much about the thoughts of random people on the internet, tbh.
