It depends how much they use, and what the ratio of canon words is to original words. Sometimes you just gotta hit those canon stations.

And then they draw attention to it by bolding all the copied words, making it impossible to ignore! I know they just want to avoid plagiarism, but seriously, at this point just learn to summarize.

Eh, it depends for me. I did it in one RDR2 fic, but that was because the scene in question was one of four possible options, depending on both honour (Low vs. High karma, essentially) and one decision (go back for the money, or help another character escape) made at the end of the game. They all play out slightly differently.

It's entirely possible that a reader might have chosen a different set of options.

I mean, the options I chose for the fic weren't the options I went for in the game.

If there's like... nothing else going on but a LOT of canon dialogue, I get what you mean, but I think there's a time and place where it works.

Sometimes, the inclusion of canon dialogue lets you highlight when things BREAK from canon. Sometimes it's just to let you get deep into a character's head when they REACT to those things, too. You can sum up a lot, but if you need to know what someone is thinking and feeling about specific things, you kind of need to let them react TO the thing. I'm thinking of a specific fic right now that uses a lot of canon dialogue in a couple of places, but if it *didn't* do that, you'd need to have the film memorized to know what it is he's reacting to when he's having his thoughts and feelings. And when he doesn't need to respond to specific things, then that dialogue can be omitted entirely because he's just reacting to the general situation and not what's being said, and we only need the vague idea.
