The thing about Batman, at least to me, is that it's always hard to reconcile a guy who is a billionaire and has a near sci-fi tech advantage over literally everyone else... with noir as a genre. I know that Batman is "supposed" to be noir, but noir to me is the jaded street detective who got fired from his police job with only a pistol, their brain, one friend who is semi-trustable at best, a bottle of whiskey and a pesky conscience they can't drown with it. Putting a super genius billionaire in it kind of ruins it by default and moves it toward sci-fi/suspense.

Then to stay noir, they have to keep Batman somehow forever the underdog, so the power creep begins and requires supernatural villains to keep up, because how would the average person ever be a challenge?

You've hit it exactly right imo. If they somehow changed Bruce Wayne's backstory maybe it could work - certainly Gotham as a setting can work as noir, but Batman is just not the right character as-is.

You can absolutely do Batman noir but the billionaire high tech stuff is not it. I saw a post one time arguing that Bruce Wayne should be a millionaire, not a billionaire, and I agree with it very much. He can still be a silly rich boy with a tragic background and a secret noir vigilante with some tech advantage, but he doesn't have SF level tech and can't buy senators.
