I've seen two main flavors.

1. Bucky will be forever morally tainted by his past as the Winter Soldier and all the assassinations he was brainwashed into doing. He is too morally impure and could never be a good enough person to "deserve" being Captain America, all based on things he was forced to do.

2. Bucky is too psychologically damaged by his past as HYDRA's captive to ever take up the responsibilities of Captain America. That argument often gets very patronizing and very ableist very quickly. (Plus it often has implications of the "rape victims are damaged goods" that I still come across far too often irl.)

Actually, I'd argue not quite. Bucky was literally forced. They were actually messing with his brain. Any time he had even memories of the past, they'd go back in and mess with his brain again. Natasha was brainwashed, but in the real life sense. She still had free will. Bucky didn't.
