My brother showers daily, changes his clothes and uses deodorant, but he sweats a lot when he engages in physical activity and it ain't pretty. In hot weather, if he doesn't have the opportunity to shower and change clothes before and after work/physical activity, there's going to be a noticeable stink.
Sometimes it's a personal hygiene issue and people aren't as clean as they ought to be. I've had firsthand experience with this as well, and it can be a delicate subject to broach. I prefer to avoid bringing it up at all if I can, because there's just no good way to tell an otherwise functional adult that they need to shower more frequently (and really get into their crevices), use soap and deodorant, wash their clothes more often, etc. They're not going to take it well. So I just try to keep my distance and breathe through my mouth.
If it's a case of perfume/cigarette smoke, there's no helping those people. Heavy perfume/cologne wearers have a skewed sense of their own smell, and they're dousing themselves in the stuff and still don't realize they're carrying around an eye-watering cloud of stench. With heavy smokers, they're always going to smell like cigarette smoke. Showering and changing clothes helps briefly, but if they're smoking, they're constantly renewing the smell. I'm sensitive to smoke/perfume and try to avoid such people, and avoid being trapped in small places with them, too.
