You can be a voice actor and a physical actor, but they are different skill sets. Some actors are experienced at both - for example, James Earl Jones was voice acting since at least the 70s with Star Wars. But it's the same sort of thing as acting and singing. Casting a pop star in an acting role or casting an actor who can't sing in a musical role almost never works out well and is frustrating to watch/listen to when there are talented people who can do both. (And frankly, the reason why the Disney/Pixar celebrity casting usually works is because the animators can design the character to be an avatar of the celebrity, so they don't have to actually voice act. It's lazy and limiting, particularly if they're adapting someone else's story, but it's an effective work-around to hiring a real VA.)
