It did, yes. It didn't sound like a reference to me, but a genuine comment you'd find on anything related to politics these days.

From the looks of it, I'm not the only one unfamiliar with this reference. What's it from?

Thanks for the link! I've never seen any of the WH correspondence dinners, so that was fun.

Even with the context I still don't think it was a terribly good reference though. The set up was a bit too far removed from Colbert and without tone, the irony of the statement was lost. I think I would have opted for a more exaggerated tone to help signal that this is a reference. I mean, that was Bush, right? A reference to something that was said at least 16 years ago in a not particularly mainstream context and a context that has nothing to do with the situation at hand is gonna be risky.
