Generally it's a 'oh nooooo our population is declining! we do not have enough BABIES being born so WE, THE GOVERNMENT SHALL STEP IN and magically pair up ALL ELIGIBLE PEOPLES and set up a bunch of nonsense rules re number of children, how long the marriage must last before it can be ended blah blah blah'

which, you know, IRL is horrifying and awful and I'm totally against it. but in fiction I'm sure down for Studly-And-Noble Character A being forcibly paired by the government with Loathed-But-Sexy Character B to figure out how the fuck to have a relationship.
