I showed a German friend of mine a Mr Blobby video years ago and without hesitation she asked me if we hated our children because she couldn't believe that it was meant to be a kids mascot.

You are correct though that Saturday evening TV has always been shit.

He was on a Big Fat Quiz one year and, at first, I thought it was just a bit, that there was no way that was a real thing for kids, but then I remembered that we had Barney the Dinosaur, so yeah.

Mr Blobby was meant to be a parody of a kid's mascot - as annoying, vaguely terrifying, and bizarre as possible but still recognisable as something you might see on a kid's show. It was a joke that got lost because he fit in a bit too well with the already existing mascots!
