I don’t know if I should be offended. If nothing else, it’s weird that black characters have lips and white characters don’t.

It is the phrasing. Asking questions is not a secret. Think more "I statements" type of phrasing.

Is the white character the MC? If so, it could be that the creator doesn't like fish lips or is worried some of their readers don't. It's shocking how many people think fish lips are ugly or even porn-y.

Kinda like how most manga/anime protagonists have slimmer builds because bulkier/curvier builds aren't considered the "ideal" body type.

Or it's just a stylistic choice.

Cartoony styles regularly omit details like lips, eyelashes and nostrils, except when they need to express that those features are prominent. Thus, only particularly full lips (or painted ones) get drawn. This practice goes back to at least Hanna-Barbera cartoons, and is pretty common in anime.

as a long time artist, I confirm this. if the style is very simplistic (like in the secret art), only chars with very prominent features would have them highlighted or drawn at all.
also, I remember a lot of POC fans disliking some POC anime chars (usually from 90s-00s animes, nowdays it's way better) exactly because they don't have POC features. so saying this about a wonderfully drawn POC character feels very nitpicky, OP.

It's clearly a cartoonish, stylized art style that only includes prominent, recognizable features. If there was a character with eyelashes, would that mean the others don't have them? No, it's a visual shortcut for "this character has long, noticeable eyelashes".
I also have to note that neither the white nor the black character are drawn with teeth. Here's equality.
