I live in a very small, rural town where it's normal to look at other people driving (when you're in town) and wave to them. Every time I move to the city I have to absolutely crush this instinct because everyone is picking their noses/ear/fiddling with their hair/on the phone (which is illegal here). So I have to say that, unless you see one rural driver who is quickly looking away and feeling bad, absolutely nobody is looking at other people in their cars or expecting anyone else to look!
