I only watched 3 seasons, but Arrow was going to have Laurel/Oliver get back together at some point but after fans loved Felicity in s1 the writers changed track and had her and Oliver end up together instead. I had no feelings on this because I didn't ship anything in the show, but they certainly fucked up how they handled Laurel in general after they decided to switch tracks, which was after s2(or2b) irrc.

I don't think it's an overly common thing that happens, most of the time when a show wants a romance to happen they're not at all subtle about what they're doing. Shows are written so the general audience, not just shippers, pick up on that so it's always very sledgehammer to the head about it, lol.
