I don't think that's why Biden's doing it. Even if he wanted more of a legacy, there'd be easier ways to achieve that than stepping up the U.S.' involvement with Ukraine and Russia, so that seems like a silly theory. I read this article on it and it was interesting:

If true, then he's trying to do exactly what you mentioned - maintain a difficult holding pattern and keeping Russia in check.
