It's because they're staunchly anti-fascism, and recognize the shortcomings of the US military while regularly using that connection to take the government for all it's worth. They basically only stick with the US government because they trust very few people with the Stargate for good reason, and them not having that control WHILE being staunchly anti-fascist made it interesting. Because there's an episode early on where they think they've found allies, but Jack catches on SOMETHING is wrong and tricks them into revealing themselves to be Extremely Fucking Racist. The big reason they want hard water is to make weapons of mass destruction so they can kill interracial couples. The show had the guts to say, "Don't deal with racists. No price is worth it."

Also they had the balls to say that something like the Goa'uld still could love and weren't a monolith (the Tok'ra).
