The role is incredibly bland and bland roles need very very good actors to make them work. Which this person isn't. Not terrible but not great to the point this could work.

I thought Emma was okay, but the movie is so over the top that a more OTT villain would have been much more fun.

Yeah, like, it felt like every time the character was on screen, she sucked all the energy and tempo out of it.
