In English, “joking” can be used for many things that are not actually structured like a joke with a punchline. (And even things not meant to elicit a laugh.)

This includes things that are simply said with conversational insincerity, such as sarcastic remarks or exaggerations.

No. Jokes are meant to be funny. That is the whole point of them. Sarcastic comments are not the same as jokes. People just like to claim "it was a joke!" when they say something shitty and people call them on it.

But funny is subjective, so it can never objectively be used as measurement to decide whether something is or isn't a joke.

Also, the whole entire British humour is basically snide and sarcastic remarks.
