Russ also got a semi-decent character while Beltran got a character that managed to be both a flat nothing and really racist.

Only inadvertently racist. The producers had actually done the right thing and hired a cultural expert to advise them. Just they got defrauded by the so called expert, who was a massive faker and actually Jewish without a drop of native blood in him. I can't hold that against the show, they legit tried to do the right thing. I know fandom can be unappeasable at times when it comes to virtue signalling, but they really did try to do the right thing.

I agree. Inadvertent on the part of the producers. Not on the part of that guy. And regardless, Chakotay was not a good character and Beltran had reason to complain. Russ less so.

I'd argue that. Beltran got a variety of plotlines. Russ only ever got two. He had either: Hey, remember I was a spy that time. Or: Hey, Neelix is annoying me today.

That was it, all his plots were pretty much a variant of one of those plots. Other than that it was stand at the back and try to look more interesting than Harry Kim. At least Beltran got to sit down.
