IMO, he wasn't bad nor did he do a bad job. It's just that there are several really outstanding actors and performances in this show that end up overshadowing him. That's partly the role, since the guy is supposed to be a sort of... blankish slate everyman who participates in occasional comic relief due to cultural clashes. There's not much he could do with that besides NOT screw it up.
