If it's AO3 they only have to tag for underaged sex, but honestly I find this kind of thing annoying, because the people who don't want to read it are blindsided and the people who do want to read it can't find it.

Well I didn't see any sex when I skimmed ahead but I did run into a scene whwre they slept in the same bed in just their underthings and woke up and the 14yo wanted to kiss the adult and the adult replied along the lines "You're a child, I shouldn't want that. But I do." And then they kissed and I officially gave up on the fic.

They don’t have to tag for underaged sex. There is no requirement whatsoever for tagging on AO3.

True, they could tag "Choose not to warn" but you do have to pick one or the other.

There is, actually, a requirement for tagging warnings, and underage sex is one of them. If there was actual underage sex in the fic (which it seems like there isn't in this one, so this is all moot), the author is obligated to use the warning tag either for Underage Sex or Choose Not To Use Archive Warnings.
