Interesting philosophical questions, when it comes to irl situations I try to focus on the tangible. What help is being offered? Who is affected by the offer? Do they want help? What kind of help is it? Does it come with strings attached? What is the historical relationship between the countries involved? Would I want that kind of help in my country?
