It depends on the context!

If a doctor asks me if I'm sexually active as part of a physical I'm not going to count phone sex with my long distance gf.

If I'm reading historical fiction then I'm only counting what could get a character pregnant and/or pass along an sti.

If I'm considering what constitutes "cheating" than anything that ends in "sex" or "jobs" is sex (oral sex, anal sex, hand jobs, blow jobs, intercural sex, etc). Basically anything that did (or reasonably could) end in an orgasm counts.
