Wow, I have totally lost track of the MCU. I know I saw Winter Soldier. And I know I saw FATWS. But I genuinely can't remember the details of Zemo's actions.

He definitely had some innocent people killed and some other people framed, right? Is this one of those "doing bad things because of your personal tragedy makes them morally grey" things?

I mean, he's not nearly as bad as his comics counterpart. But his comics counterpart is a literal Nazi. But MCU Zemo is a terrorist and a murderer.
