I'm not sure I'd say we're meant to root for Nanno in the first season at least, though second season did start going there to set up Yuri I think. Nanno was never justice in my view, she is vengeance that reflects humanity's bloodthirst and is very willing to instigate someone to fully doom them. It seemed to surprise her when TK stopped and was willing to take responsibility for his actions despite her encouraging him to keep going and so he ends up relatively happy end.

And Yuri is more about mindless retaliation without even the few limits that Nanno has.

Thinking more about it, Yuri isn't even retaliation so much as violence.

Also, I do think we were meant to find some catharsis in what Nanno does, but to me that's bit different from fully rooting for Nanno.
