I always thought the mayor's character rang hollow; his persona felt faked even within the context of him concealing his goals, and his fatherly relationship with faith supposedly being a villainous foil to that of buffy and giles's seemed forced

I mean, it was forced. Faith was desperately looking for someone to fill that void and the Mayor liked owning his very own Slayer, and they both imagined the other into what they needed. They were a villainous parody of Buffy and Giles, not a true foil.

he works because there was just enough of him. More would have been too much.

I didn't want to see more of him because that ending was perfect. He was a great one-season villain.
