1.) presidents, emperors and government leaders are not their people.

2.) presidents, emperors and government leaders are capable of making good decisions and bad decisions. some do both. some make more bad decisions than good.

3.) history will remember bad decisions more than good decisions depending on which country the history books were published and who approved of what was written in them.

4.) to get the full picture, you maybe have to read more history books than the ones approved by the russian government.
