I have heard parents talk about their kids like that. "I love them and always will, but right now I don't like them very much." Usually teenage stages or just a day where the kids are really being a monster. It really depends on the individual and the situation and what they mean, but I don't think it is an inherently bad thing.

Even a little kid knows the difference between "I don't like what you're doing" and "I don't like you".
