They tried with Wind Waker when they gave him a personality lol. But yeah, Link isn't that interesting and never has been. His Triforce is Courage, it really just means "generic hero guy." There are little moments where a personality pokes through like during the hallucination sequence in Twilight Princess.

Link and Zelda have very strong and iconic designs and that carries most of the weight IMO.
