From what I know, it was Dabi who had been training himself beyond his limits, which caused his supposed death. It doesn't make what his dad did to him okay in any way, however. But it's also not a justification for murdering people.

Eh, I wouldn’t say the mentally ill guy has an “excuse” for murdering people, either. There’s someone who’s killing people, and society tries to stop them, and I think minimum necessary force should be used regardless of whether the killer can be “excused.”
