In a lot of places, those are invasive species so an area that doesn't get a huge amount of traffic or imports may simply not have those plants.

It's this. Invasive species have to be introduced to an area before they can take over, and when was the last time someone plausibly carrying seeds would have been near enough? If the species aren't spreading in the rest of Ukraine and Belarus, then they haven't been introduced at all. The level of neglect has nothing to do with it.
