I'm so old that I actually saw Police Academy 4 in the theaters as a kid. (Yeah, my parents didn't know what this franchise was about or they probably would've said no to that.) My brother and I thought it was hilarious, probably missed most of the adult innuendo and stuff, though. I remember being delighted at the Blue Oyster bar sequence because:

1) great music
2) sophomoric humor with that one bad guy character running around naked, with only trash can lids for cover
3) cool guys wearing cool leather outfits
4) and hey look, they also know how to dance!

Homophobia didn't register for me, though that's the basis of the joke.
